    Rep. Dennis Ross (R-Fla.) says in a new interview with Bloomberg that Republicans have “lost” the budget debate and should move on to the debt ceiling debate.

    “We’ve lost the CR battle,” Ross said. “We need to move on and take whatever we can find in the debt limit.”

    Ross is one of a few Republicans who have suggested they might support the Senate-passed continuing resolution.

    How EPA Head Gina McCarthy Uncovered A Million-Dollar Fraudster

    [….] Beale had worked at the EPA since the 1980s, and eventually ascended all the way to senior policy advisor in the Office of Air and Radiation. The fraud reportedly began in 2000, and extended across both Democratic and Republican administrations. Beale even continued collecting a paycheck after supposedly retiring in 2011. McCarthy uncovered Beale’s fraud earlier this year while she was still head of the Air and Radiation office.[….]

    After spotting discrepancies on time sheets and internal reports, McCarthy brought the matter to authorities and eventually pushed Beale to resign this past Spring.

    Beale has already paid the EPA back the $886,186 he stole. Under his plea agreement, he’s also agreed to forfeit an additional $507,000, to pay fines of as much as $60,000, and will face up to 37 months in prison. The maximum sentence for theft of government property is 10 years, and a hearing in the case will be held October 9.[….]

    The Washington D.C. council voted unanimously on Tuesday to bring virtual net-metering to the city. The Community Renewables Energy Act is part of a growing wave of community solar legislation in multiple states, which seeks to allow people who might not be able to benefit from solar individually to do so on a community basis.[….]

    As Sol Systems pointed out before the bill was passed, the property and living arrangements of many D.C. residents don’t lend themselves to the individual use of solar power. People may live in an apartment that isn’t participating, or their property may be shaded, or their utility may not have established a mechanism from selling electricity back to the grid on an individual level.[….] So setups like virtual net-metering are a prime opportunity to get around those obstacles.[….]

    Since this is an open thread, anybody else watch The Blacklist on Monday with James Spader? What do we think? I like it, but then again, I’ve always loved James Spader, he was the best thing about Boston Legal in it’s later years….plus I could watch Stargate (the movie) every day and still love it, cause it’s got 2 of my fav people in it…Kurt Russell and James Spader.

    So anyway, after seeing the first episode, I figured that Agent Keen has got to be Red’s daughter, but dang, that would be too obvious and I think the show seems smarter, even if it is only 2 episodes so far…lol. I’m hoping for something more “twisty” than the Star Wars trope (i.e. “Luke I am you father…”)

    So, for fellow Blacklist watchers, what are your theories?

    for president stood for and what they were thinking about how to solve
    the nation’s problems. So I toured Washington and met with each of them, which was easy, since almost all of them were in the Senate. Obama was the last meeting, the end of my gauntlet of senators. When I walked into his office, I was struck by the poignancy of the huge picture of Supreme Court Justice Thurgood Marshall that he had on his wall. I thought it fit, because that was the tradition that had birthed him, the former law school professor-the world of jurisprudence, where Marshall clearly had been a pioneer.

    As we talked, I liked Obama’s thinking, his approach to problem
    solving, but I wasn’t sure if he was strong enough on black issues,
    which was a common criticism he was hearing at the time in the black
    community. At the same time, I was getting the red-carpet treatment from the Clintons-Bill was speaking at the NAN convention, Hillary at the NAN women’s luncheon.

    What Happens to Conservatism When the Obamacare War Is Over?

    Over the last four years, Obamacare swallowed conservatism whole. Where will they go now?

    When we look back decades from now, one of the keys to understanding this period in our political history will be the story of how a set of market-based health insurance reforms that started as a proposal from the Heritage Foundation and then were successfully implemented by a Republican governor who later became the GOP presidential nominee, ended up being viewed by virtually all conservatives as not just an abomination but the very essence of statist oppression. Liberals have often expressed wonder or exasperation about the way conservatives changed their opinions about this particular brand of reform. But now that it’s driving a government shutdown (and soon a potential default on the debt), we have to acknowledge that it’s more than just a policy conservatives hate. The Affordable Care Act is far, far bigger than that. It has become the most important definer of conservatism in America circa 2013. It isn’t that conservatives don’t still want to cut taxes for the wealthy, or slash the social safety net, or liberate corporations from pesky regulations on worker safety and the environment, or make it impossible for women to get abortions, because they still want all those things. But Obamacare has swallowed conservatism whole.

    Since the health-care exchanges opened yesterday, some have suggested that the increased attention brought to the fact of their opening by the shutdown has done the administration a favor, informing more people that open enrollment has begun than the Department of Health and Human Services could possibly have managed on its own. That’s probably true. This controversy has also served to remind conservatives that there is nothing more important than fighting Obamacare. Every Republican politician has to prove that their hatred of the law is as great as that of the angriest Tea Partier. Every conservative everywhere is being told that this is what it means to be a conservative, this is so important to their beliefs and the future prospects of their party and their ideological movement that it is worth laying waste to the government and even the economy itself. If you’re a conservative and you aren’t willing to risk everything on even the smallest chance to toss your spear into this foul beast’s heart, then you’re not really a conservative at all.

    Let’s fast-forward a couple of years from now, after this crisis ends without the ACA being defunded or delayed. The law is all rolled out, and while it’s far from perfect, things are going pretty well. We don’t have universal coverage, but the vast majority of Americans now have insurance, including millions who didn’t have it before. It’s not dirt cheap, but the trends that are evident today—a slowdown in the overall health-care spending growth rate, mirrored by a slowdown in premium increases—are continuing. More states have put aside their ideological objections and accepted the expansion of Medicaid to cover all their poor citizens, even if there are a few straggler states left. What with “pre-existing conditions” and “job lock” things of the past, even the most doctrinaire Tea Partier admits that there’s no more question about whether Obamacare can be repealed. Its tendrils have reached too many people who now benefit from it and would react angrily if you tried to take it away.

    She pointed to the fact that a majority of Republicans
    didn’t support President George W. Bush on TARP and that they didn’t vote for federal aid after Hurricane Sandy as evidence of the issues that are also seen in the current government shutdown.

    Pelosi pointed to intra-party fighting on the GOP side as standing in the way of a resolution to the shutdown, which was in its fourth day on Friday.

    CQ Roll Call published a very confident sounding email from House Majority Leader Eric Cantor laying out the Republican strategy for winning. The title of the email is “Current State of Play, Strategy, and Goals,” because nothing says “play” like kids with cancer not getting the help they need because the government is shutdown. #Winning. Naturally their strategy is to blame Democrats and wait for the President to cave.

    Our Strategy: While no one can predict with certainty how the current shutdown will be resolved, I am confident that if we keep advancing common-sense solutions to the problems created by the shutdown that Senate Democrats and President Obama will eventually agree to meaningful discussions that would allow us to ultimately resolve this impasse.     GOP Says Get a Job, GOP Shutdown Cuts Off Job Training
    ——It’s the tired mantra of Conservatives Against Feeding People. Want to eat? Get a job.
    The good news for them is that the Supplemental Nutrition Assistance Program (SNAP) includes a job training program, but it turns out the GOP Government Shutdown of 2013 has cut off funding for the job training program.

    Those employment and training programs, known as SNAP
    E&T, are being left to their own devices during the shutdown,
    according to a Department of Agriculture (USDA) document providing
    answers to questions from anti-hunger groups and program administrators that was obtained by ThinkProgress. The USDA “does not expect any new FY 2014 funding will be available for E&T during the lapse,” the document says repeatedly.

    The result of this is that some people may loser their benefits because they can no longer attend a training program that’s been cut off by House Republicans.

    yes, John Boehner and the GOP Are Going to Use the Debt Ceiling as a Hostage

    Contrary to what you may have read yesterday, Speaker John Boehner and the Republicans aren’t going to raise the debt ceiling without getting “concessions”. That was all a rather transparent ruse designed to get some good press for the Speaker.

    David Drucker at the Washington Examiner reported early Friday evening that Republicans now denounce such lunacy. Of course they will be holding America’s economy hostage in order to pretend like they won elections:

    Congressional Republicans on Friday issued a stern warning to President Obama: They will not approve legislation needed to raise the debt ceiling unless it includes fiscal reforms and won’t retreat from the fight if he refuses to negotiate.

    House Republicans and connected GOP insiders dismiss press reports suggesting House Speaker John Boehner would offer debt ceiling legislation that didn’t include any GOP demands, like spending cuts, just to ensure that the federal government doesn’t default on its financial obligations once it hits its $16.7 trillion borrowing limit on Oct. 17.

    The “confusion” was caused by an unnamed lawmaker talking to the New York Times yesterday, but it resulted in a nice round of headlines about the reasonable Speaker not holding the debt ceiling hostage. Yesterday I warned against falling for this ruse:

    Bill de Blasio delivered on Friday his most detailed blueprint yet for how he would reimagine New York as a more equitable and populist metropolis, even as he works diligently behind the scenes to send a subtler message to the city’s corporate titans: He is not their enemy.

    In a speech before a prominent civic group, Mr. de Blasio, the Democratic nominee for mayor, denounced giveaways to the real estate industry, pledged to re-energize labor unions and declared that the city’s “affordability crisis” was as urgent and serious a problem as the turmoil faced after the Sept. 11 terrorist attacks.

    “We cannot expect prosperity to trickle down from the top,” he said during the speech in Midtown Manhattan, adding, “We cannot resign ourselves to the mind-set that says rising inequality is a necessary byproduct of urban success.”

    He was met with a standing ovation from an overflow crowd of wealthy business leaders — the same group that a year ago had responded to a similar speech by Mr. de Blasio with chilly disregard.

    It was the surest sign yet of a thaw in the relationship between Mr. de Blasio, the fiery campaigner who took direct aim at the wealth of the Bloomberg years, and the business elite, who had viewed him warily until he secured the Democratic nomination just weeks ago.
