    Apparently, defending Paul Ryan and Charles Murray is the hill Dave Weigel wants to die on. He even has the nerve to bring the late Prof. Derrick Bell into it!

    …The only problem is that it’s not at all clear that Ryan was thinking of that research when he spoke to Bennett. The stain of The Bell Curve has stuck to Murray for all of the 20 years since he published it. As he’s said, like when he defended
    Barack Obama’s post-Jeremiah Wright “race speech,” this wrecked his
    reputation with some people, and it won’t get un-wrecked. But the
    conservatives of 2014 don’t cite Murray for his race work. They cite Losing Ground, which still guides how they think about welfare’s effects on social norms, or they cite more recent work on inequality that stayed away from the race issue.

    Not being able to read Ryan’s mind, I assumed he was thinking of Murray for his Losing Ground/Coming Apart
    work, and not for Chapter 14 of his book about how some races just
    ain’t got what it takes. I assumed that because Ryan wasn’t saying
    anything about race—not explicitly, though I understand the people who
    argue he was dog-whistling. Could Ryan have been so clueless as to have
    not realized that citing Murray would make him sound racist? Honestly,
    probably—it’s called epistemic closure, and there is no known cure.

    I’m not trying to apologize for Ryan as much as I’m explaining why he
    might have said this. For the better part of a decade, I’ve covered the
    national conservative movement. Before that, in college, I shacked up
    with the college conservative movement. When explosive (even
    accidentally explosive) rhetoric comes over the transform, I’m more
    interested in where it came from than in how fast I can sharpen my
    pitchfork. Felt the same way during that brief moment in 2012 when
    Derrick Bell became an Emmanuel Goldstein figure who turned Barack Obama
    into a time-released socialist dictator. I’m not saying that you can’t
    be racist without being obviously cartoonishly racist. Just explaining
    why Ryan might have said this, and what he might have meant, based on
    years of covering such things.

    At Slate Dave Weigel picks up and gently critiques my post below on Paul Ryan, being misunderstood on race and relying on the work of Charles Murray. The gist of my argument was that it is easy to be ‘misunderstood’ when you use racially loaded language to describe the ingrained, intergenerational laziness of men from the “inner city”, especially when you cite the work of Charles Murray, a man best known for his 1994 book The Bell Curve, which argued that a key reason for persistent disparities between blacks and whites in America (test scores, incomes, et al.) is the genetically-based mental inferiority of black people.

    Weigel notes that it’s not necessarily clear that Ryan was referencing The Bell Curve. He might just as well have been talking about Losing Ground, the critique of liberal social policies, particularly welfare, which put Murray on the map in the 1980s or his more recent work on the ‘white underclass’.

    To which I would say, maybe? Who knows? And really, who cares? At
    the risk of sounding wrenchingly corny, The Bell Curve is a bell you
    simply cannot un-ring.

      If Paul Ryan had just given his little speech to Bill Bennett* and not cited the Bell Curve, he could kinda, sorta get the benefit of the doubt. But he cited a book that specifically said black people were genetically inferior to and genetically less intelligent than white people, nothing could be done to change that and so we must stop all social programs geared to blacks because they won’t do any good.

      If you’re known for wanting to shut down social programs, you’re citing a book that says we need to shut down social programs for blacks because they’re stupid & the social program won’t help, but you’re giving a speech to someone* proposing a social program to require “inner city men” to work…how does that make sense? If you want to cut programs altogether how are you “requiring” inner city men to work? Work for what? Work for the benefits you’re trying to cut?

      And it’s not the men who are getting the benefits, it’s the women…and the Bell Curve specifically states that social programs need to be cut so black women are discouraged from having babies because blacks are inferior and America needs to discourage inferior people from breeding. Welfare encourages black women to have babies so we need to end welfare so black women will STOP having babies.

      So, if it’s not the men getting the benefits, again, what is the program you propose to “require” them to work? And if they don’t work, what is the penalty for them not working? Are you proposing a type of work camp or slavery and if they don’t acquiese, jail time? If you are proposing jail time for black men who don’t work, you are literally proposing the government take away somebody’s freedom…freedom that you claim you love so much as a “patriot.”

      THIS is what black journalists should be investigating, not why Obama didn’t create My Sister’s Keepers or whether Lupita Nyong’o is a fetish. What kind of program is Paul Ryan proposing and how will he “require” these inner city men to work?

      *Bill Bennett, who used to be the Secretary of Education, once claimed crime rates in America would drastically drop if all the black babies were aborted.

    This is the Washington, DC area.

    There has been a Black professional class in Washington that pre-dates the Civil Rights Movement.

    You can find a Black professional in ANYTHING within 90 miles of Washington.

    If you don’t have any Black folks, you DON’T WANT ANY BLACK FOLKS.

    And, I can’t wait for his wife to open up her muthafuckin’ mouth about this President and ‘ diversity’ in his Cabinet.

            I’m fairly certain that all of the online colleagues are white. Cillizza is one who comes to mind most readily. I’m just saying they newsroom and online folks exist in very different spaces and don’t have real connections with each other. I’d think that any journalist has the same contempt for dudebro that we have. His hiring by the Post was an attempt to target and capture that dudebro audience. He’s a whore who really thinks his purpose is a valid one.

      I worked for an organization that developed curriculum and used to invite teachers every summer to review materials. We were right across the street from the Department of Ed, in S.W. D.C. Out of 20 teachers in the room, there was 1 black one and she was the only minority. I pointed out to the higher-ups the breathtaking hypocrisy of making sure the illustrations in the book were diverse but taking mainly white people to conferences and bringing only white teachers to review materials.

    The Obama administration is proposing to tighten oversight of for-profit colleges through new rules that seek to limit how much debt students can amass in career-training programs. The proposal, to be announced Friday, is the administration’s second try at regulations setting standards for what colleges must do to ensure graduates of career programs obtain “gainful employment.”
    The first gainful employment initiative, debated from 2009 to 2011, spawned a huge campaign by for-profit colleges to block new regulation. The colleges, supported by many congressional Republicans and some Democrats, said at the time that they had been unfairly targeted and that the initiative would hurt low-income students.

    Obama administration officials said that they were trying to protect those students from low-quality programs that would saddle them with too much debt.

    The Education Department issued a rule in 2011 that set standards for loan repayment rates and the ratio of graduates’ debt to income. Programs that failed the tests were in jeopardy of being disqualified from participation in the federal student aid, which would essentially shut them down.

    But a federal judge in 2012 blocked major provisions of that rule, forcing the department to start over.

    The new proposal jettisons the repayment-rate metric. Instead, it would require that the estimated annual loan payment of typical graduates not exceed 20 percent of discretionary income or 8 percent of total income. Also, it would require colleges to ensure that the loan default rate for former students does not exceed 30 percent. Like the earlier regulation, the proposal threatens to shut low-performing colleges out of federal student aid programs. The proposal, which now enters a period of public review, would cover thousands of programs at for-profit colleges as well as non-degree programs at public and private nonprofit colleges.

    Obama Administration Takes Action to Protect Americans from Predatory, Poor-Performing Career Colleges

    March 14, 2014

    The Obama Administration announced today new steps to address growing concerns about burdensome student loan debt by requiring career colleges to do a better job of preparing students for gainful
    employment—or risk losing access to taxpayer-funded federal student aid.

    The proposed regulations released by the U.S. Department of Education will help to strengthen students’ options for higher education by giving all career training programs an opportunity to improve, while stopping the flow of federal funding to the lowest-performing ones that fail to do so.

    “Higher education should open up doors of opportunity, but students in these low-performing programs often end up worse off than before they enrolled: saddled by debt and with few—if any—options for a career,” said U.S. Education Secretary Arne Duncan. “The proposed regulations address growing concerns about unaffordable levels of loan debt for students enrolled in these programs by targeting the lowest-performing programs, while shining a light on best practices and giving all programs an opportunity to improve.”

    Reid blames Ukraine standoff on Kochs

    Senate Majority Leader Harry Reid (D-Nev.) on Thursday accused Republicans of holding up crucial assistance to Ukraine in order to protect the Koch brothers.

    Reid tied the billionaires David and Charles Koch, who have bankrolled conservative causes, to GOP demands that language delaying the Internal Revenue Service’s regulation of nonprofit political advocacy groups be added to the Ukraine package.

    Some conservative Republicans want the IRS language added if the bill is also to include reforms to the International Monetary Fund backed by the White House.

    Reid has been on the warpath against the Koch brothers, with barely a day passing that doesn’t include an attack on them.

    “It’s hard for me to comprehend how with a clear conscience they could say, ‘Ukrainians, we probably can’t help you because we’re trying to protect the Koch brothers,’” he said on Thursday. “And not only that, they’re saying to the American people that protecting the Koch brothers is more important than helping our country.”

    Obama administration to crack down on for-profit colleges
    March 13, 2014, 7:17 p.m.

    The Obama administration is preparing to crack down on some for-profit colleges, requiring them to do a better job of preparing students for work or risk losing access to federal student aid.

    Newly proposed regulations expected from the Education Department on Friday are designed to stop the flow of federal funds to poor-performing colleges. Students at most for-profit colleges rely heavily on federal loans and grants, and few programs could survive if the flow of federal money were ended.

    Under the new regulations, programs would have to meet accreditation requirements and state or federal license standards, agency officials said Thursday.

    Colleges would have to show that most of their graduates are getting jobs and paying back their loans on a timely basis and make public more information about their own cost, debt and performance.

    ALEC Launches New Effort To Influence Local Government Policy

    [....] The new project is called the American City County Exchange (ACCE) and “will offer corporate America a direct conduit into the policy making process of city councils and municipalities,” according to a report by Ed Pilkington in The Guardian.[....]ACCE is offering companies “founders committee” status in return for $25,000 a year and “council committee” membership for $10,000.

    This means corporate lobbyists will be able to join ACCE and work to draft model resolutions, bills, and ordinances in hopes of having the legislation enacted by the public officials affiliated with the ALEC project. Utility companies that use fossil fuels to generate most of their electricity such as American Electric Power, coal suppliers like Peabody Energy, and four of the biggest oil and gas companies in the world — BP, Chevron, Exxon, and Shell — are known ALEC members.[....]

    The New York Senate proposed spending $540 million a year on universal pre-kindergarten and after-school programs in New York City, which may give Mayor Bill de Blasio an option other than his plan to tax the rich, said a person familiar with the negotiations. The five-year plan is part of a deal reached yesterday between Republicans and a group of breakaway Democrats who govern the state’s upper chamber[....] The $2.7 billion commitment is $8 million a year more than de Blasio’s tax on the wealthy would raise.

    The Senate proposal, which also provides pre-K funding in other municipalities, sets the stage for negotiations over the state budget before it goes into effect April 1. Sheldon Silver, the Manhattan Democrat who leads the assembly, told reporters in Albany yesterday that he’ll drop his support of de Blasio’s tax as long as the senate’s proposal is done “without conditions, without attachments, without strings.”[....]

      The owners of a local ambulance service got busted for Medicare fraud. Federal prison time. Their relatives were in the local paper comments, blaming the feds for lying. Nope.

      Tons of evidence they ran a tax-sponsored taxi service — for 18 years, so fraudulently billed Medicare over 1.2 million. All those millions add up. Job well done: PBO, AG Holder, HHS Sebelius.

Alexander Rapaport, currently the executive director, and his partner, Mordechai Mandelbaum, opened the first and only kosher soup kitchen in Borough Park, Brooklyn in 2005. Their mission was to make all who enter feel safe and comfortable, especially large families.     Wall Street Investors Take Aim at Farmland

    In a couple of posts last fall (here and here), I showed that corporations don’t do much actual farming in the US. True, agrichemical companies like Monsanto and Syngenta mint fortunes by selling seeds and chemicals to farmers, and grain processors like Archer Daniels Midland and Cargill reap billions from buying crops cheap and turning them into pricey stuff like livestock feed, sweetener, cooking oil, and ethanol. But the great bulk of US farms—enterprises that generally have razor-thin profit margins—are run by independent operators.

    That may be on the verge of changing. A recent report by the Oakland Institute documents a fledgling, little-studied trend: Corporations are starting to buy up US farmland, especially in areas dominated by industrial-scale agriculture, like Iowa and California’s Central Valley. But the land-grabbing companies aren’t agribusinesses like Monsanto and Cargill. Instead, they’re financial firms: investment arms of insurance companies, banks, pension funds, and the like. In short, Wall Street spies gold in those fields of greens and grains.

    ‘Brilliant Bus’ Brings Computer Access to Students at Low-Income Schools

    [....] Many preschool classes encourage the use of computer games to learn simple skills like counting and identifying shapes. But 46 percent of low-income families lack access to the Internet which means that their children can be left behind in terms of knowledge of technology. To help bridge this digital divide, retired teacher Estella Pyfrom invested some of her pension money to renovate a bus into The Brilliant Bus, which has 17 computers on board.

    The Brilliant Bus travels around Southeast Florida, giving 3-year-olds the opportunity to play and learn on the computers. Some of the children are so enthralled with the computer games that teach them their ABCs and simple math problems that “they don’t want to get off,” said Guarn Sims, the principle of a Head Start preschool named Village Academy.

    While the Brilliant Bus already provides 8,000 hours of valuable
    learning time for approximately 5,000 Florida preschoolers every year, Pyfrom hopes to expand the program to offer it to more children. She even has plans to take 100 students to a computer technology workshop in New Orleans in the summer of 2015, where they can learn the basics of computer programming and software development.[....]

      Years back on a 60 minutes segment then WP executive editor Ben Bradlee was pressured to respond to statistics from a report showing white males graduation rates in journalism. In essence, Bradlee was asked to explain the percentages of white males in newsrooms given their low graduation rates over a 20 year period. He dismissed the graduation stats and said that’s the way it is and always will be.
