Where Are the 47% of Americans Who Pay No Income Taxes?

So let’s set that speculation aside and look at who the people are who actually pay no income tax. Romney’s statements are a little unclear, but it appears that the 47 percent figure represents all of those who pay no income tax, rather than the Democratic base. His problem is that those people are most likely to be in red states — that is, states that tend to vote Republican:

Here is a portion, the Warren being refered to is Earl Warren, Gov. of California and future Chief Justice of the Supreme Court.

In the fall of 1944, Warren got a serious kidney infection. This set him thinking about the rising costs of medical care, and the catastrophic effects that sudden illness could have on a family less well provided for than his own. “I came to the conclusion that the only way to remedy this situation was to spread the cost through insurance,” he wrote in his memoirs. He asked his staff to develop a proposal. “We concluded that health insurance should be collected through the Social Security System. After some studies, it was determined that the employers and employees in that system should each contribute one and one half per cent of wages paid by or to them.” After conferring with the California Medical Association, he anticipated no objections from doctors. And so, in January of 1945, during his State of the State address, he announced his proposal for comprehensive, compulsory health insurance for the state of California.

Earl Warren began his political career as a conservative and ended it as one of the most hated liberals in American history. What happened to him? One answer is: Whitaker and Baxter.

Retained by the California Medical Association for an annual fee of twenty-five thousand dollars to campaign against the Governor’s plan, Whitaker and Baxter took a piece of legislation that most people liked and taught them to hate it. “You can’t beat something with nothing,” they liked to say. They launched a drive for Californians to buy their own insurance, privately. Voluntary Health Insurance Week, driven by forty thousand inches of advertising in more than four hundred newspapers, was observed in fifty-three of the state’s fifty-eight counties. Whitaker and Baxter sent more than nine thousand doctors out with prepared speeches. They coined a slogan: “Political medicine is bad medicine.”

They lobbied newspaper editors. Whitaker boasted that “our people have personally called at more than 500 newspaper offices,” to persuade editors to change their positions. Many of these newspapers did a vast amount of advertising business with Campaigns, Inc., and received hundreds of words of free copy, each week, from the California Feature Service. “In three years,” Whitaker reported, “the number of newspapers supporting socialized medicine has dwindled from fifty to about twenty. The number of papers opposing compulsory health insurance has jumped from about 100 to 432.”

They invented an enemy. They sent out twenty-seven thousand copies of a pamphlet called “The Health Question,” which featured a picture of a man, a woman, and a child in the woods—“a forest of fear”—menaced by skeletons who have in their mouths, instead of teeth, the word “BILL.” Whitaker and Baxter sent out two and a half million copies of another pamphlet, called “Politically-Controlled Medicine.” They printed postcards, for voters to stick in the mail:

    Dear Senator:
Please vote against all Compulsory Health Insurance Bills pending before the Legislature. We have enough regimentation in this country now. Certainly we don’t want to be forced to go to “A State doctor,” or to pay for such a doctor whether we use him or not. That system was born in Germany—and is part and parcel of what our boys are fighting overseas. Let’s not adopt it here.

In 1945, Warren’s bill failed to pass by just one vote. As Warren’s biographer G. Edmund White remarked, “The scuttling of his health insurance plan was a confirmation for Warren of the nature of the political process, in which advocates of programs based on humanity and common sense were pitted against selfish, vindictive special interests.” Warren reintroduced the bill. And again Whitaker and Baxter defeated it. “They stormed the Legislature with their invective,” Warren later wrote, “and my bill was not even accorded a decent burial.” It was the greatest legislative victory at the hands of admen the country had ever seen. It was not, of course, the last.

This is just a small portion and one story; but when you read it you will be amazed once again at the accomplishments of this administration given the political war it faced from day damn one during a national emergency. It also makes the health care bill that much more amazing. Like I said, this is a small excerpt. They go right into talking about Truman’s failed attempt next.

    It’s a fascinating read.

h/t Chuck Todd’s twitter account; I saw a link to this there.

Romney campaign response, not claiming the video is a fake, but this:

“Mitt Romney wants to help all Americans struggling in the Obama economy. As the governor has made clear all year, he is concerned about the growing number of people who are dependent on the federal government, including the record number of people who are on food stamps, nearly one in six Americans in poverty, and the 23 million Americans who are struggling to find work. Mitt Romney’s plan creates 12 million new jobs in four years, grows the economy and moves Americans off of government dependency and into jobs.”

The more I think about this 47% quote from Mittens, the worse it is. He’s basically calling everyone who receives a tax refund a welfare queen. And you don’t get a tax refund unless you WORK. The EITC was the bargain the Reaganites made with poor people or people on welfare to get them to work and agree with giving tax cuts to wealthy people. It guarantees that if you work, you’ll get back some of the taxes they take out since the work that the working poor do is subsistence level. How many of us and people who we know that depend on getting that money back, money that we worked for and need, to pay for much need things. He’s calling me, a grad student a welfare queen. He’s calling my sister, a single mother who’s a bank teller going to college to advance herself and with a Ivy League bound son, who gets EITC, a welfare queen. He’s calling the person who works in KFC, Burger King, Sonic, who gets their refund back every April a after working hundreds of hours for that check, a welfare queen. It’s like Mittens has never heard the term working poor.

The part that ticks me off even more in the series of videos is where he says that his election alone will put optimism into the markets so he won’t have to do anything to fix the unemployment situation. He’s really high on his own supply! If this ain’t voodoo economics, I don’t know what is.

      • Tafr

    Mitt Romney, Unzipped
    Jamelle Bouie
    September 17, 2012

At a private fundraiser, the Republican presidential nominee tells us what he really thinks about Obama supporters.

Mother Jones has obtained a video of Mitt Romney at a private fundraiser where he offers a candid view of the election, voters, and the people who support Barack Obama. In the case of the latter, the former Massachusetts governor sounds more like a Tea Party activist than a mainstream politician:

    Here’s a partial transcript:

There are 47 percent of the people who will vote for the president no matter what. All right, there are 47 percent who are with him, who are dependent upon government, who believe that they are victims, who believe the government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing, to you-name-it. That that’s an entitlement. And the government should give it to them. And they will vote for this president no matter what…These are people who pay no income tax. […]

[M]y job is is not to worry about those people. I’ll never convince them they should take personal responsibility and care for their lives.

To be fair, there’s no way to know if this is what Romney “really” thinks. Remarks to donors and fundraisers are just as crafted and audience-targeted as any speech to the public. This isn’t an excuse, but it’s context worth considering.

That said, Romney is right to say that there are 47 percent of Americans who don’t pay income tax, but he’s wrong to imply that they pay nothing—in addition to paying a variety of state taxes, those 47 percent also pay federal payroll taxes on their earnings. It’s not that they don’t work—they just don’t earn enough to owe additional income to the federal government. To begrudge them for this—to attack them as people who don’t take “personal responsibility” for their lives—is to show a real callousness and disdain for many of the people he seeks to represent.

We knew that Paul Ryan believed this country was made up of “the takers vs the makers” but we hadn’t heard Mitt Romney explicitly make that case until now. David Corn has obtained the full video (pieces have been floating around on Youtube for a while) of Romney talking to a bunch of his fellow one percenters. This pretty much lays it all out:

Fielding a question from a donor about how he could triumph in November, Romney replied:

There are 47 percent of the people who will vote for the president no matter what. All right, there are 47 percent who are with him, who are dependent upon government, who believe that they are victims, who believe the government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing, to you-name-it. That that’s an entitlement. And the government should give it to them. And they will vote for this president no matter what…These are people who pay no income tax.

Romney went on: “[M]y job is is not to worry about those people. I’ll never convince them they should take personal responsibility and care for their lives

You realize that he’s talking about around a hundred and fifty million people, don’t you? He’s literally saying that nearly half the country is a bunch of parasites.

This is not a slip of the tongue. As Greg Sargent explains, it’s just another iteration of his dogwhistling welfare queen campaign:

Today, Mitt Romney Lost the Election

By Josh Barro Sep 17, 2012 5:02 PM CT

You can mark my prediction now: A secret recording from a closed-door Mitt Romney fundraiser, released today by David Corn at Mother Jones, has killed Mitt Romney’s campaign for president.

On the tape, Romney explains that his electoral strategy involves writing off nearly half the country as unmoveable Obama voters. As Romney explains, 47 percent of Americans “believe that they are victims.” He laments: “I’ll never convince them they should take personal responsibility and care for their lives.”

So what’s the upshot? “My job is not to worry about those people,” he says. He also notes, describing President Obama’s base, “These are people who pay no income tax. Forty-seven percent of Americans pay no income tax.”

This is an utter disaster for Romney.

Romney already has trouble relating to the public and convincing people he cares about them. Now, he’s been caught on video saying that nearly half the country consists of hopeless losers.

    • Tafr

Yes! IMO he lost a long time ago but his sudden honesty seals the deal. I think his gaffes is one reason he lost. However, PBO and his staff owned Romney this summer.

Mitt Romney trashes the 47 percent

    By Jonathan Capehart

Back in February, Mitt Romney stuck his ample silver foot in his mouth when he told CNN’s Soledad O’Brien, “I’m not concerned about the very poor.” He went on to say, “We have a safety net there. If it needs repair, I’ll fix it. I’m not concerned about the very rich, they’re doing just fine. I’m concerned about the very heart of the America, the 90, 95 percent of Americans who right now are struggling, and I’ll continue to take that message across the nation.”

Late Monday, Mother Jones released several video clips of a fundraiser where Romney (R-1 percent) tells weatlhy donors exactly what he thinks of those supporting President Obama. In one clip, he contradicts that botched expression of concern for the middle class. In fact, what the Republican presidential nominee said is reprehensible and unbecoming a man who claims to want to be president of all Americans.

Mother Jones said it did not reveal the date of the fundraiser or its location in order to protect its source. But nothing should protect Romney from the avalanche of criticism already coming his way.

Romney: I’ll never convince Obama voters to take responsibility for their lives

    By Greg Sargent

The Huffington Post and Mother Jones both post audio of what may be a blockbuster moment: Mitt Romney telling a private fundraiser that 47 percent of the American people — the voters who can be counted on to vote for Obama — are “dependent on government,” “believe that they are victims,” and think government “has a responsibility to care for them.”

“I’ll never convince them they should take personal responsibility and care for their lives,” Romney says. Mother Jones’ video is here.

The Romney press office repeatedly refused to comment on the video. Here’s a transcript:

Romney seems to be thinking he’s making an electoral argument here — these voters are simply not gettable for him, so he needs to focus on the center. But his explanation veers into a truly extreme version of a theory that’s widespread on the right: Democrats are trying to encourage dependency on government for the explicit purpose of enlarging the pool of voters who can be relied upon to vote Democratic for the rest of their lives, in order to preserve the government handouts they enjoy.

In Romney’s telling, all of these 47 percent of voters are complicit in this arrangement. As a result, there is no hope of ever persuading them to take personal responsibility for their lives. He seems to be conflating the government-dependency conspiracy theory with another right wing meme — the complaint that 47 percent of Americans pay no income taxes. Put those together and you arrive at Romney’s formulation.

    • JojoRaze

The right’s problem is that since that they are trying to turn everyone who disagrees with them, from teachers and firefighters, nurses, supermarket clerks, IT wunderkinds, etc, into welfare queens. They fail to realize that the welfare queen died in 1996.

    The Real Romney

Oh, my. Mother Jones has what it says is a video of Mitt Romney talking to donors; it sure looks and sounds real. And it reveals a candidate who despises half the country:

There are 47 percent of the people who will vote for the president no matter what. All right, there are 47 percent who are with him, who are dependent upon government, who believe that they are victims, who believe the government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing, to you-name-it. That that’s an entitlement. And the government should give it to them. And they will vote for this president no matter what…These are people who pay no income tax.

Actually, if you look at the facts, you learn that the great bulk of those who pay no income tax pay other taxes; also, many of the people in the no-income-tax category are (a) elderly (b) students or (c) having a bad year, having lost a job — that is, they’re people who have paid income taxes in the past and/or will pay income taxes in the future. The idea that half of Americans are just grifters is grotesque.

If this is real, it’s very, very ugly.

    – – – –A political storm is brewing over Sen. Barack Obama’s recent statements. Last Sunday, Obama was explaining his difficulty with winning over working-class voters in Pennsylvania and the Midwest, saying they have become frustrated with economic conditions:

“And it’s not surprising then that they get bitter, they cling to guns or religion or antipathy to people who aren’t like them or anti-immigrant sentiment or anti-trade sentiment as a way to explain their frustrations,” Obama said.

The comments were posted Friday on The Huffington Post, creating a wave of criticism from Sen. Hillary Clinton, Sen. John McCain, and other politicians as the April 22 Pennsylvania primary draws near.

For real, these white Democratic men are like “I stans for Obama!”

I gotta say though Harry Reid is especially gangster with it because he realizes that the Repubs filibustered him for an unprincipled lout like Mittens. And he’s like “Oh, y’all tryna prop this dude up? Ok, watch me mess his entire life up, right now.” You notice how Mitch McConnell is silent as the grave when Harry Reid brought up the taxes issue? They know it’s get back for the Repub filibustering.

ETA: John Kerry’s DNC speech had me slayed. I was listening to it on NPR and at every punch to Mittens’ thoat, yes I said thoat, all I could say was “Snatched! Snatched! Snatched!”

Again, PBO should call Fred Hammond and ask for the rights to “No Weapon (Formed Against Me)” because his enemies always get the getback switchblade to their lives.

No, either the Republican Party will change and the racists will be booted out or it’ll go the way of the Whig party and something else will take it’s place.

      That is the reality.

Randi Rhodes believes that if PBO wins the election that the republican party is dead. I am skeptical but the writing is on the wall. • nathkatun7

Yup! Now that he has made baseless allegations that all of us who support President Obama don’t pay taxes, it’s time for him to “put up or shut up.”

Here is our demand to Willard:Please show us how responsible you’ve been in paying your taxes, in the past ten years, by releasing your tax returns. President Obama has shown us his twelve years of tax returns and so has VP Biden. We also hear that your VP Ryan gave you ten years of his tax returns. All of us maligned tax payers who support President Obama want to see both your ten years tax returns as well as those of your VP running mate that he submitted to you. And, NO! We won’t take your word, or your wife’s word that you paid all your taxes. You’ve already proven to us that you are incapable of telling the TRUTH!

Ezra Klein getting his David Frum on Mittens on Twitter. This is good for him. No both sides do it crap.

    1. What I like least about Romney’s comments is the idea that the working poor don’t “take responsibility for their lives

    2. The thing about not having that much money is you have to take responsibility for things the rich take for granted.

    3. That’s the thing about being rich: it buys you services and ease. You get to focus on what you want to focus on.

    4. The problem for the poor, often, is they don’t have time or energy to focus on the things that make you rich.

    5. Romney was able to sell his dad’s stock to pay for school. He didn’t have to work to support his sisters at age 17.

    6. And good for him! That’s the dream. But to look at the working poor and say they don’t take responsibility? It’s backwards.

    7. And that matters, as if Romney is president, his understanding of what stands between the poor and prosperity will inform national policy

    • nathkatun7

Ezra Klein made good points, But watch out, tomorrow he will be back trashing the President or, as you said, pushing “both side do it crap.”

    – – – —Dear Republicans Defending Romney’s 47% Remarks: He Was Talking About You

    – – –It turns out that when Mitt Romney attacked 150 million Americans for being dependent on government, he was really targeting the ten red states who don’t pay taxes.

What Mitt Romney said on David Corn’s video was bad enough, but there is a connotation here that Republicans just aren’t getting. You see, Mitt Romney thought he was talking about lazy, poor, and probably in his mind, black Obama supporters when he claimed that there are, “47 percent who are with him, who are dependent upon government, who believe that they are victims, who believe the government has a responsibility to care for them, who believe that they are entitled to health care, to food, to housing,” but the truth is that the majority of food stamp recipients are white.

Even worse for Romney, eight of the top ten states in terms of non-taxpayers are supporting him.

Take a look at the map:
