    – —Obama To Sign Executive Order With Equal Pay Rules For Federal Contractors
    – – – –Lacking congressional backing to raise wages or end gender pay disparities, President Barack Obama is imposing his policies directly on federal contractors, following a long-established tradition of presidents exerting their powers on a fraction of the economy directly under their control.

    This week, the president will sign an executive order that would prohibit federal contractors from retaliating against employees who discuss their pay with each other. The prohibition on the wage “gag rules” is similar to language in a Senate bill aimed at closing a pay gap between men and women. That legislation is scheduled for a vote this week, though it is not likely to pass.

    In addition, Obama on Tuesday will direct the Labor Department to adopt regulations requiring federal contractors to provide compensation data based on sex and race. The president will sign the executive order and the presidential memo during an event at the White House where he will be joined Lilly Ledbetter, whose name appears on a pay discrimination law Obama signed in 2009.

    This week’s steps showcase Obama’s efforts to take action without congressional approval and illustrate how even without legislation, the president can drive policy on a significant segment of the U.S. economy.At the same time, it also underscores the limits of his ambition when he doesn’t have the backing of Congress for his initiatives.

    Separately, on Monday, Obama will also announce the 24 schools that will share in more than $100 million in grants to redesign their schools to better prepare high school students for college or for careers. The awards are part of an executive order Obama signed last year. Money for the program comes from fees that companies pay for visas to hire foreign workers for specialized jobs.

    The moves represent a return to economic issues for the president after two weeks devoted almost exclusively to diplomacy and the final deadline for health insurance coverage. A trip to Asia in two weeks is sure to change the focus once again.

    Still, Obama has declared this a year of action, whether Congress supports him or not.

      Am curious which schools are receiving this money. The funding is coming from companies paying for special visas for workers. Am glad that the pipeline is direct because these companies need to be developing and hiring local talent.

    Former Rep. Jesse Jackson Jr. transferred after prison dispute

    Former U.S. Rep. Jesse Jackson Jr. has been moved from a federal prison in North Carolina to a minimum-security prison camp in Montgomery, Ala., after clashing with prison officials and being placed in solitary confinement, a source told the Chicago Sun-Times.

    The 49-year-old former Chicago congressman had been advising other inmates in North Carolina about their rights in prison, according to the source, who said a guard took exception to that.

    As a result, the longtime South Side politician was placed in solitary confinement for four or five days more than a month ago, the source said.

    A hearing was held, the source said, and Jackson was cleared of any wrongdoing and asked for a transfer to another prison.

    The source said family members were concerned about Jackson’s welfare after the incident and went to visit him in prison.

    US Senator Ron Johnson did not tell police of assault allegations three years ago

    Madison — U.S. Sen. Ron Johnson, his chief of staff and a Waukesha County GOP official were all told three years ago of allegations that a then-aide to the senator had been sexually assaulted by state Rep. Bill Kramer, but none of them took the matter to the police or Assembly leaders.

    The woman told her supervisor in Johnson’s office and a number of other people, but decided at the time to have her attorney send a letter to Kramer rather than go to the police, records show. Last month — nearly three years after the alleged assault outside a Muskego bar — the woman learned of Kramer’s alleged mistreatment of other women and filed a complaint with Muskego police that has resulted in two felony charges of second-degree sexual assault.

    In the meantime, Kramer’s Assembly colleagues elected him last fall to the job of majority leader, the No. 2 position in that house. Before that vote, some Republicans in the Assembly who opposed Kramer’s bid raised concerns about his behavior.

    But neither Johnson nor anyone from his office contacted Assembly Speaker Robin Vos (R-Rochester), who has led that body since January 2013, or Jeff Fitzgerald, who served as speaker at the time of the alleged 2011 assault.

    President Obama and First Lady to attend Fort Hood memorial service

    President Obama and First Lady Michelle Obama will travel to Fort Hood Wednesday for a memorial service for those killed and wounded in a shooting spree last Wednesday.

    Spc. Ivan Lopez shot and killed three soldiers and wounded 16 others at the Army base before fatally shooting himself.

    The president will be delivering a keynote address Thursday at the LBJ Library in Austin as part of a Civil Rights Summit on the 50th anniversary of the Civil Rights Act of 1964.

    Poor Josh…. the ways that people are complicating the Mozilla CEO thing fascinates me. Josh is struggling here…there’s an instinct to protect the white guy that goes bone deep. It seems that what he’s saying is “listen people, people make mistakes, forgive them.”

    It was simple for me, if I have a reasonable choice in the marketplace of what to do with my dollar, time and/or energy I will avoid the bigot.

        I agree that he made some good points to think about. On the other hand, the piece is full of holes. Brendan Eich has been a supporter of other discriminatory efforts ala libertarian stream. It’s more than just a gay rights thing.

        Brendan Eich faced a crisis of valid and viable leadership within Mozilla. There were some stoic yet discerning memos from Mozilla employees who deal with the public in educational efforts that have racial and ethnic justice at its core. They were hoping that the dude would just go away because it’s difficult to defend that kind of leadership when you’re all about the injustices in U.S.

        Josh’s example of moderate segregationist to moderate integrationist doesn’t work in my eyes. He is writing this as if this is a definitive act in the past. This is not historical but a historic legacy that we face in the 21st century. We still have a society that is kinda full-tilt exclusionary but a lot of this society is not dealing with the elephant in the room. There’s no moderate segregationist in today’s world. You are either segregationist or not segregationist.

        He may be wanting to address the white gay rights organizational leadership crowd and maybe he should do just that. I think (though I have not read it) that may be what Sullivan is referencing. There’s a crowd in the leadership of these organizations that want to define the rules of engagement based on their agendas that may be personal and may be just a tad privileged. So, it’s like an intra-privileged class war.

        My opinion….

          I have always had a problem with the overwhelmingly white male leadership of LGBT organizations. I have found most of them are insufferably pissy because they don’t get to enjoy the white American male privilege of oppression. They are part of the oppressed instead of the oppressors. We will see in the next few months/years how many of these leaders embrace their inner Strom Thurmond and let that KKK flag fly.

    The backlash by Chinese-American activists against a measure aimed at restoring affirmative action in the admissions process at California’s public universities has set off political fisticuffs between ethnic groups accustomed to battling side-by-side.

    In a state where Latinos — most of whom support SCA5, the proposed constitutional amendment — are about to become the largest ethnic group but where Asian-Americans take up nearly 40 percent of all University of California slots, the clash puts a spotlight on an evolving political landscape in which members of minority groups now overwhelmingly make up the majority of the state’s population.

    There are even schisms within the Asian-American community, where anger is directed at Chinese-Americans who say they support affirmative action in hiring, but fear its application at elite UC schools such as UC Berkeley and UCLA, which now admit fewer than one in five in-state freshman applicants. They say the policy will take precious university spots from their children and give them to Latinos, blacks and students from other Asian and Pacific Islander groups who currently have difficulty gaining access to state schools.

      My mentor was an Alumni of UCSD (so is my older brother and recently my niece) so I’m familiar with how this is being played out.

      My mentor volunteered to call the black students who got accepted to UCSD to persuade them to attend. They didn’t want to attend due to the lack of diversity that the UC’s “merit based” critiera produced. They told her that they wanted the full campus experience; different cultures, sports teams, etc

      There’s an unintended backlash to the UC entrance criteria that may be impacted their long-term sustainability. There’s something to be said about the good but not great student and what they bring to the college environment, especially for state funded schools.

      This has been going on for a long long time. In the 80s, there was a threshold for the numbers of Asian-American students and financial aid enrollment. So I know an Asian-American/Black student who disclosed her Black ethnicity and not her Asian-American ethnicity to be able to receive aid.

      I read this & went loco. These people are Anglos & probably ricos so nothing much will happen to them. They probably won’t even get a bill from the US Navy & Air Force that rescued them. Apparently they have done this before two years ago when the woman was pregnant with the second child & got sick. The parents are both estupido!

      I hope the poor bebe recovers. I had Salmonella & I thought I was going to die, some days I wanted to! I wouldn’t wish this on my worst enemy much less a tiny child. The muscle aches & cramps alone cause screaming agony along with the other symptoms. Small children can die from this even with proper hospital treatment.

      Just contrast this with the poor homeless black woman in Phoenix who left her children in a car while she went for a job interview. No more words…

    As we observed earlier this week, one of the obsessions of opponents of the Affordable Care Act is the question of how many enrollees in Obamacare health plans already had insurance. The goal is to knock down the latest enrollment numbers by suggesting that most of the 7.1 million people enrolled through the individual insurance exchanges just moved from one insurance plan to another in a waste of time and effort. The real figure probably won’t be known for weeks, even months. But researchers at the Urban Institute’s Health Policy Center have weighed in with their own estimate. They’re figuring that the ACA has reduced the number of uninsured Americans by 5.4 million from the first quarter of 2013 through early March this year.

    Their estimate is based on data from their March 2014 Health Reform Marketing Survey, which consists of public polling. Their finding is that the uninsurance rate for adults ages 18–64 was 15.2% for the nation in early March, a decline of 2.7 percentage points since September 2013, just before open enrollment on the exchanges began Oct. 1. ”This represents a gain in coverage for about 5.4 million adults,” they write. Although the Urban Institute figures aren’t keyed to the enrollment figures, it’s worth observing that if all those newly insureds were among those who signed up on the individual exchanges, that would mean that of the 7.1 million enrollees, 77% were previously uninsured.

    Jonathan Cohn: Obamacare Is Helping People Via Medicaid – Except In States Where Officials Are Fighting It

    Some new Obamacare information: As of the end of February, the number of Americans on Medicaid and the Children’s Health Insurance Program (CHIP) was 3 million higher than it was at the beginning of the Affordable Care Act’s open enrollment period. It’s one more sign that the health care law is reducing the number of Americans without insurance significantly—although it doesn’t tell us by how much or whether, at year’s end, the reduction will live up to original projections. It’s also one more window into our growing geopolitical divide—between the part of America where officials are trying aggressively to help poor people get health insurance, and the part where officials are not. taking advantage of flexibility following the 2012 Supreme Court ruling on Obamacare, a large swath of mostly conservative states have opted not to expand eligibility.

    As a result, millions of low-income Americans living in these states remain with no viable source of comprehensive coverage. The story is different in states that have expanded Medicaid. That explains the new figures, which the Department of Health and Human Services released on Friday morning. In states expanding Medicaid, enrollment in the two programs rose by more than 8 percent. In states that haven’t expanded Medicaid, enrollment rose by just 1.8 percent. Presumably a lot of these people were already eligible for Medicaid but either didn’t know it or hadn’t decided to do it before they heard about Obamacare. Wonks call this the “woodworking” effect.

      Well, no GOP call it the “woodworking effect” because they downplay Medicaid eligibility or else “those people will crawl out of woodwork” demanding healthcare.

      That’s what TN did, so now the state is on the hook to pay for the always/already eligible whom they must contact b/c of ACA.

      That’s another reason why our governor has been trying to worm out of expanding Medicaid here in TN.
