Tuesday Open Thread: Black Pirates

Black Caesar

Blacks became pirates for the same reasons as other men did, but they also sought the freedom often denied them elsewhere. W. Jeffrey Bolster wrote in Black Jacks, “No accurate numbers of black buccaneers exist, although the impression is that they were more numerous than the proportion of black sailors in commercial or naval service at that time.”   It isn’t known how many of the estimated 400 pirates hanged for their crimes between 1716 and 1726 were black, for the historical record fails to show this. Like their brethren who weren’t given the chance to stand trial, but were sold into slavery, these pirates remain lost to history.

The most successful pirate of the Golden Age of Piracy, Bartholomew “Black Bart” Roberts, included eighty-eight blacks amongst his crew of 368 in 1721. A year later, there were seventy blacks among 267 pirates. These men didn’t do menial work, either. They received shares in any treasure taken and voted with the rest of the crew whenever a decision had to be made.


A mulatto, who had served aboard the Royal Rover, was hanged for piracy with six others in 1720. One of his mates requested a bottle of wine and drank after declaring, “Damnation to the governor and confusion to the Colony.” The others concurred then all were executed and hung in chains as a lesson to others. Two years later, however, the seventy black pirates captured after Bartholomew Roberts’ demise in 1722 were given to the Royal African Company, who promptly enslaved them.

Black Caesar (died 1718) was an 18th-century African pirate. For nearly a decade, he raided shipping from the Florida Keys and later served as one of Captain Blackbeard’s chief lieutenants aboard the Queen Anne’s Revenge. He was one of the surviving members of Blackbeard’s crew following his death at the hands of Lieutenant Robert Maynard in 1718. Caesar’s Rock, one of three islands located north of Key Largo, is named in his honor, and is the present-day site of his original headquarters.

Black Caesar, according to traditional accounts, was a prominent African tribal war chieftain. Widely known for his “huge size, immense strength, and keen intelligence”, he evaded capture from many different slave traders. Caesar was finally captured when he and twenty of his warriors were lured onto a ship by a slave trader. Showing him a watch, the trader promised to show him and his warriors more objects which were “too heavy and too numerous to bring on shore” if they came aboard his ship.

He enticed them to stay with food, musical instruments, silk scarves and jewels, however he had his men raise anchor and slowly sail away. When Caesar discovered what was happening, he and his men attempted to charge their captors but were driven back by the well-armed sailors using swords and pistols. Although it took a considerable length of time for him and his warriors to accept their captivity, he was eventually befriended by a sailor who was the only man Black Caesar would accept food and water from.

As they neared the coast of Florida, the sudden appearance of a hurricane threatened to destroy the ship on the Florida Reefs. Recognizing the ship’s imminent destruction, the sailor snuck below decks and freed Caesar. The two then forced the captain and crew into a corner, most likely at gunpoint, and boarded one of the longboats with ammunition and other supplies. The wind and waves pushed them to shore where they waited out the storm, apparently the only survivors of the doomed ship.

They soon began using the lifeboat to lure passing ships which stopped to give assistance. While posing as shipwrecked sailors, they would sail out to the vessel offering to take them aboard. Once they were close to the vessel, they brought out their guns and demanded supplies and ammunition, threatening to sink the ship if they were refused. He and the sailor continued this ploy for a number of years and amassed a sizable amount of treasure which was buried on Elliott Key. However, he and the sailor had a falling out over a young woman the mate had brought back from one of the ships they had looted. Fighting over her, Caesar killed his longtime friend in a duel and took the woman for his own.

He began taking on more pirates over time and soon was able to attack ships on the open sea. He and his crew were often able to avoid capture by running into Caesar Creek and other inlets between Elliot and Old Rhodes Key and onto the mangrove islands. Using a metal ring embedded in a rock, they ran a strong rope through the ring, heel the boat over, and hide their boat in the water until the patrol ship or some other danger went away. They might also lower the mast and sink the ship in shallow water, later cutting the rope or pumping out the water to raise the boat and continue raiding. It is thought that he and his men buried 26 bars of silver on the island, although no treasure has ever been recovered from the island.

He apparently had a harem on his island, having at least 100 women seized from passing ships, as well as a prison camp which he kept prisoners in stone huts hoping to ransom them. When leaving the island to go on raids, he left no provisions for these prisoners and many eventually starved to death. A few children reportedly escaped captivity, subsisting on berries and shellfish, and formed their own language and customs. This society of lost children give rise to native superstition that the island is haunted.

During the early 18th century, Caesar left Biscayne Bay to join Blackbeard in raiding American shipping in the Mid-Atlantic serving as a lieutenant on his flagship Queen Anne’s Revenge. In 1718, after Blackbeard’s death battling with Lieutenant Robert Maynard at Ocracoke Island, he attempted to set off the powder magazine as per Blackbeard’s instructions. However, Caesar was stopped by one of the captives who tackled him as prepared to light a trail of gunpowder leading to the magazine. He struggled with the man below decks until several of Maynard’s sailors were able to restrain him. Taken prisoner by Virginian colonial authorities, he was convicted of piracy and hanged in Williamsburg, Virginia.

    Civilian Fatally Shoots Sailor Aboard U.S. Navy Destroyer

    A civilian fatally shot a sailor aboard a docked U.S. Navy destroyer in Virginia on Monday night before he was shot dead by security forces, officials said.

    The suspect had authorized access to Naval Station Norfolk, the world’s largest naval base, where he was able to wrestle a handgun from a security guard, U.S. Navy officials told NBC News.

    He shot dead a sailor aboard USS Mahan, which was docked at Pier 1, before being fatally gunned down by security forces, the officials said. Both the victim and suspect were male.

    The shooting happened at about 11:30 p.m. and the base was put on lockdown until around 1 a.m. while security forces responded. The Navy officials said it was not clear what sparked the incident.

    To get on the base, civilians must be escorted or have a pass. Each base entrance is guarded, and all 13 piers have additional security forces. As part of ongoing security efforts, handheld ID scanners were implemented this year at Navy bases in the region, including the Norfolk station.

    Capt. Robert Clark, commanding officer of Naval Station Norfolk, told an earlier press conference that he was not prepared to discuss how the suspect obtained the weapon as it was still under investigation.

      I work at NS Norfolk from 12am to 8am. I got to the gate I normally go to at 11:50pm last night and had to wait in line. They weren’t letting anyone on or off the base, and I was stuck in line for 30 minutes. I didn’t know what the hell was going on.

      It wasn’t until around 4:30 when I saw the news on MSN’s front page that I found out why everyone was held up at the gate. The shooting took place at the piers, which is on the other side of the base from my job. I was shocked to hear about this. And yes, the Navy had recently started using scanners to check everyone’s base IDs due in part to what happened in D.C. at the Navy Yard last year.

    No Girls, Blacks, or Hispanics Take AP Computer Science Exam in Some States

    A new analysis of test-taking data finds that in Mississippi and Montana, no female, African American, or Hispanic students took the Advanced Placement exam in computer science.

    In fact, no African-American students took the exam in a total of 11 states, and no Hispanic students took it in eight states, according to state comparisons of College Board data compiled by Barbara Ericson, the director of computing outreach and a senior research scientist at Georgia Tech.

    The College Board, which oversees AP, notes on its website that in 2013 about 30,000 students total took the AP exam for computer science, a course in which students learn to design and create computer programs. Less than 20 percent of those students were female, about 3 percent were African American, and 8 percent were Hispanic (combined totals of Mexican American, Puerto Rican, and other Hispanic).

    Deborah Davis, spokeswoman for the College Board, wrote in an email, “We were not surprised by Barbara Ericson’s findings because unfortunately, computing courses have historically been dominated by white, male students.”

    Even so, Ericson’s breakdown of the test-takers offers a stark illustration of gender and racial inequities at the high school level. And it comes at a time when the College Board has stepped up its focus on seeing that traditionally underrepresented groups of students have access to AP courses and tests.

    In the 47 states where girls took the computer science exam, the percentage of female test-takers ranged from about 4 percent in Utah to 29 percent in Tennessee.

    For Jared Remy, leniency was the rule until one lethal night

    The trail of alleged victims runs back to his teen years. So does the line of judges who somehow saw fit, time and again, to give him one more chance.

    Remy has been found guilty just twice, and both times his lawyer persuaded a judge to let him walk with a suspended sentence, defying the wishes of prosecutors.
    Often he benefited from victims who did not want to testify, whether from fear or forgiveness, leading prosecutors to drop the case. But even when cases seemed airtight, judges often rewarded Remy with a nearly free pass — temporary probation without the stain of a guilty finding. Most offenders are lucky to get two such reprieves. He got six.

    And on more than 10 occasions while already serving probation or waiting for an earlier case to be resolved, Remy was arrested again on new charges or otherwise ran afoul of the law — a pattern of incorrigibility that would ordinarily get a person locked up.

    But he continued to walk, with judges extending his probation or finding creative solutions to help him avoid jail, like ordering him to move home with his parents and observe a curfew — a measure common in juvenile courts, but rarely employed for adults.

      Oh yeah, I know this case. His father is one of the TV announcers for the Boston Red Sox. When he wasn’t on the air for the last couple of months of last season I wondered what had happened and found out about this.

    Consumer watchdog rips payday loans

    A consumer watchdog is warning that payday loans can trap borrowers in “spider webs of debt” that are difficult to escape.

    In a study released Tuesday, the Consumer Financial Protection Bureau (CFPB) found that four out of five borrowers renew their payday loan within two weeks, because they need more money to pay their bills and makes ends meet.

    But their bills only keep growing as the payday loans come due in a “revolving door of debt,” CFPB Director Richard Cordray said Tuesday in a speech.

        Justice Department Inquiry Takes Aim at Banks’ Business With Payday Lenders

        Federal prosecutors are trying to thwart the easy access that predatory lenders and dubious online merchants have to Americans’ bank accounts by going after banks that fail to meet their obligations as gatekeepers to the United States financial system.

        The Justice Department is weighing civil and criminal actions against dozens of banks, sending out subpoenas to more than 50 payment processors and the banks that do business with them, according to government officials.

        In the new initiative, called “Operation Choke Point,” the agency is scrutinizing banks both big and small over whether they, in exchange for handsome fees, enable businesses to illegally siphon billions of dollars from consumers’ checking accounts, according to state and federal officials briefed on the investigation.

        The critical role played by banks largely plays out in the shadows because they typically do not deal directly with the Internet merchants. What they do is provide banking services to third-party payment processors, financial middlemen that, in turn, handle payments for their merchant customers.

    Gov. McAuliffe’s 2-year Pilot Medicaid Expansion Proposal Rejected

    House Republicans rejected a two-year pilot plan from Governor Terry McAuliffe for an expanded Medicaid program in Virginia.

    Lawmakers left Richmond two weeks ago without a budget. This week they’re back on the job, but little has changed.

    “I think we’ve got a ways to go, and we’ll see how it unfolds,” said 76th District Delegate Chris Jones (R).

    It was a very partisan disagreement that held up negotiations before – whether or not to expand Medicaid health coverage to thousands of low-income Virginians under the Affordable Care Act. It’s an idea Democrats support, but House Republicans are still skeptical.

    McAuliffe proposed trying expansion for two years while the feds pay for it, to see what happens, but Monday, House Republicans nixed it.

    WASHINGTON (MarketWatch) — A gauge of U.S. consumer confidence rose to 82.3 in March from an upwardly revised 78.3 in February, the Conference Board said Tuesday. Economists polled by MarketWatch had expected the index to reach 78.4 in March from a prior estimate of 78.1 in February. The expectations index rose to 83.5 in March from 76.5 in February, while a barometer for the present situation declined to 80.4 from 81. “While consumers were moderately more upbeat about future job prospects and the overall economy, they were less optimistic about income growth,” said Lynn Franco, director of economic indicators at the Conference Board. “Overall, consumers expect the economy to continue improving and believe it may even pick up a little steam in the months ahead.”

    – — —TV’s Judge Joe Brown was jailed on a contempt of court charge issued by a Tennessee juvenile judge Monday, according to a court spokesman.

    Brown, 66, was sentenced to five days in jail after he became “pretty raucous” and “challenged the authority” of Magistrate Harold Horne, another judge told CNN. He was later released on his own recognizance, CNN Memphis affiliate WMC-TV reported, citing the Shelby County Sheriff’s Office.

    Brown, a former Shelby County criminal judge, was in court to represent a client in a child-support case. He apparently became upset when he was told the case was not on the afternoon docket, Chief Magistrate Dan Michael said.

    Horne, who “is a real laid-back guy,” gave Brown several chances to calm down before finding him in contempt, Michael said.

    How Poor Families Lose Millions in Welfare Benefits to California’s Biggest Banks

    It’s expensive to be poor. A new report out from the California Reinvestment Coalitionconcludes that the big banks are charging some of California’s poorest families hefty ATM fees to access monthly benefits from the state welfare program known as CalWORKs, skimming at least $19 million a year, the group estimates, from this taxpayer-funded program.

    Banks with a history of sticking the poor with overdraft fees are now gouging them with ATM fees.

    The average CalWORKs family is an adult with two children who gets $510 a month worth of benefits, or about $6,120 a year. That’s not enough to live on, not even close, and the benefits are 8 percent lower now than they were in 2011. On top of that, accessing the funds costs them as much as $4 per ATM transaction, fees they really don’t have any alternative but to pay. That’s because California doesn’t ask its vendors to do much by way of accommodating the recipients. A $69 million contract with Xerox to administer an electronic benefit transfer card system has helped make these EBT cards the default way to deliver public assistance, and there’s no state requirement that banks waive ATM fees for people who use them.

    Cannon has been posting photos and videos of himself as Mr. Smallnut,

    of parody performed by the Smallnut character, with songs like “Pajama Pants,”
    which tackle heavy issues like twerking.

    (Reuters) – The Walt Disney Co has agreed to buy Maker Studios, one of YouTube’s largest networks, for $500 million, a deal that makes Disney a major online video distributor and should help draw more teens into the Disney entertainment empire.

    The price tag could rise to $950 million if Maker hits certain performance milestones, Disney said, confirming what a source told Reuters earlier on Monday.

    Maker, founded in 2009, is one of the largest video production networks on Google Inc’s YouTube. Its producers target the younger millennial generation, known for its high appetite for online video.

    Americans have shifted party allegiance to the Republican Party, or have at least indicated they lean Republican. Meanwhile, Democrats continue to enjoy a huge advantage among non-whites, with almost no change in Democratic preference from the Clinton and Bush presidencies.

    In 2008, nearly the same number of whites preferred the Democratic

    started to shift back towards the GOP. By 2010, during the Tea Party

    W.E.B. Du Bois was a man of many achievements. In 1895, he became the first African American to earn a Ph.D at Harvard; he co-founded, in 1909, the National Association for the Advancement of Colored People; his influential 1903 book on race, The Souls of Black Folk, is considered a classic in its field.     In his prepared remarks for today’s hearing, Cordray said he chose Tennessee for this particular field hearing “because of the prevalence of payday lenders both here and in many of the neighboring states.”

    Cordray said that roughly half of all loans are made to borrowers in loan sequences lasting ten or more loans in a row.

    “From this finding, one could readily conclude that the business model of the payday industry depends on people becoming stuck in these loans for the long term, since almost half their business comes from people who are basically paying high-cost rent on the amount of their original loan,” Corday said in his remarks.

        My hometown in the rural black belt of Alabama, where the largest employer is the School Board – all of the factories that were around there are gone. All the mom & pop shops that made up a little bustling town are gone. Half the town (if not, MORE) is on some form of government assistance. The only stores are the grocery stores, Family Dollar, Dollar General, Fred’s, and a few other knick knack store, Auto Parts and the Co-op…………but in this little city of less than 5,000 there are TWO Payday loan stores.

        It is criminal.

    The Obamacare Benefit That Gets No Respect

    The uninsured aren’t the only ones who benefit. The underinsured do too.

    Everybody wants to know whether the Affordable Care Act will significantly reduce the proportion of Americans without health insurance. It’s an extremely important question. It’s also not the only one that matters.

    Obamacare’s goal isn’t simply helping the uninsured. It’s also supposed to help the “underinsured”—people with policies that are so expensive to maintain, or leave such large gaps in coverage, that paying for health care is still a devastating burden. This problem hasn’t gotten nearly the attention it deserves. A new report, just out from the Commonwealth Fund, seeks to change that.

    According to the report, which became public early Tuesday morning, some 32 million non-elderly Americans were in households that spent a “high share of income on medical care” during 2012. That’s a little more than one in ten non-elderly Americans. The majority, though by no means all, are poor or near-poor. (See graph above) Add them to the number of Americans without insurance at that time, and you end up with about 79 million people, or nearly one-third of the non-elderly population, that was at risk of not being able to pay for their medical care before the Affordable Care Act became law.

    The Commonwealth Fund report uses a very specific and somewhat complicated definition of under-insurance, based on how out-of-pocket costs and premiums compare to household income. (You can read the full explanation here.) Not everybody would agree with that definition. Conservatives tend to support higher out-of-pocket spending, because they believe it discourages wasteful spending and improves market competition. As such, many would probably argue the Fund’s definition of under-insurance makes the problem seem a lot worse than it is. That’s a totally fair argument, at least for those who hold the conservative point of view.

    Mother of baby found alone in building turns herself in

    The mother of a baby found alone in a South Side apartment building Friday night turned herself in to police Monday.

    The 1-year-old girl was found about 11:30 p.m. Friday in the vestibule of an Auburn Gresham apartment building in the 8200 block of South Justine Street, according to a community alert from Chicago Police.

    She was taken in good condition to Little Company of Mary Hospital and Health Care Center in Evergreen Park and was later released into the custody of the state’s Department of Child and Family Services, police said at the time.

    The mother turned herself in to police Monday and was being questioned by detectives, police said.

    Detectives had been looking for the mother since Saturday afternoon, after the girl was identified, police said at the time.

    Charles Koch Says The Poor Have It Really Good So They Need to Stop Complaining

    Poverty is a condition that refers to the general dearth of material possessions or money that prevents people from having access to basic human needs such as food, water, sanitation, clothing, shelter, health care, and education. It is a sad fact of life that in the richest nation in the history of the world, an inordinately high number of Americans live in abject poverty and do not have the means to provide their families with fundamentally basic needs of food, shelter, or healthcare. It is little surprise that Republicans are planning to increase the number of Americans living in poverty according to their intent to eliminate the nation’s anti-poverty programs, and it is not because the country is broke as Republicans are wont to claim. It is more likely due, in part, to one of the two richest men in the country who claims the tens-of-millions of Americans living below the poverty line need to shut up, stop complaining, and start celebrating their good fortune as members of the richest one-percent in the world.

    First, it is important to note that poverty, at least relative poverty, is generally defined by reputable economists contextually as economic inequality in the location or society in which people live, and in that context, it is likely that more than half of the American population is living in poverty. Charles Koch completely disagrees and last year his foundation produced a commercial stating that a family earning $34,000 annually are part of the richest one-percent in the world; especially when compared to developing third world nations and countries such as China and India where the majority of the population lives in absolute squalor.

    It is not just Charles Koch, another wealthy CEO, Bud Konheim, said just last month that “We’ve got a country that the poverty level is wealth in 99% of the rest of the world, so we’re talking about woe is me, woe is us, woe is this. The guy that’s making, oh my God, he’s making $35,000 a year, why don’t we try that out in India or some countries we can’t even name. China, anyplace, the guy is wealthy.” Except Americans living in poverty do not live in China or India, or third world nations; they live in America where according to the Economic Policy Institute, a family of three would have to earn at least $48,000 annually just to afford the basic necessities to survive such as food, housing, and healthcare. Another organization, the Working Poor Families Project, estimates that the required income to meet the most basic survival needs is $45,000 annually; America’s median household income is approximately $51,000.

    Racism At Center Of GOP Movement As More Whites Became Republican During Obama Years

    Gallup released the results of a study on Monday showing the racial breakdown of political party affiliation since 1995. What the study revealed, and what most people have already figured out, is that with the election of President Obama in 2008, more white Americans have shifted party allegiance to the Republican Party, or have at least indicated they lean Republican. Meanwhile, Democrats continue to enjoy a huge advantage among non-whites, with almost no change in Democratic preference from the Clinton and Bush presidencies.

    In 2008, nearly the same number of whites preferred the Democratic Party as they did the Republican Party. Starting in 2009, the trend line started to shift back towards the GOP. By 2010, during the Tea Party wave in the midterms, Republicans held a 12-point advantage with white people. The gap grew even larger in 2011, when it grew to 14 points. Since then, it has regressed a bit, but Democrats are still in the hole with whites by a full 10 points.

    While Republicans have seen an uptick in white voters, Democrats have kept the same large advantage among minority voters. The percentage of minority voters who identified as Democratic as opposed to Republican in the Clinton and Bush years is almost exactly the same as during the first five years of the Obama presidency.

    Speaker of the House John Boehner’s office went into full freak out mode after Senate Majority Leader Harry Reid called out Republican obstruction for sending the wrong message to Putin and Russia.

    Yesterday, on the Senate floor, Harry Reid blamed Republican obstruction for sending Putin the wrong message.

    Reid said, “It’s impossible to know whether events would have unfolded differently if the United States had responded to Russian aggression with a strong, unified voice. When a few extremist Republicans blocked action on this robust bill reported with strong, bipartisan support by the Foreign Relations Committee, it sent a dangerous message to Russian leaders. I am pleased that, in the face of Republicans obstruction, President Obama moved forward with additional sanctions. The President is working closely with our European allies to impose the most effective sanctions possible. In light of such clear-cut Russian aggression against Ukraine, it’s difficult to believe Republicans blocked this package at all.”

    Boehner’s spokesman Michael Steel replied, “The Senate Majority Leader sounds completely unhinged. The House has acted and is continuing to act, in a reasonable and responsible way to give the White House the tools it needs to hold President [Vladimir] Putin accountable.”

    Kirsten Gillibrand to make sure Clinton runs

    New York Sen. Kirsten Gillibrand says she won’t run for president in 2016 even if Hillary Clinton doesn’t but that she will “make sure” the former secretary of state launches a bid.

    “I’m going to make sure Hillary does! And I’ll make sure everyone votes for her and help her raise money,” the Democrat told the audience of close to 200 at POLITICO’s Women Rule event, “How Women Run: Power, Perception and Reality,” held Tuesday at the Willard hotel.

    Gillibrand, who was appointed to Clinton’s Senate seat in 2008 and went on to win a special election in 2010 and reelection in 2012, said she feels “blessed” to serve on the Hill.

    “Without a doubt, I feel that this platform I have to serve in the U.S. Senate is extraordinary,” she said. “I feel blessed and lucky every single day that my job is to help people.”

    Looking toward 2016, Gillibrand said it’s “hard to say” what Clinton will face if she runs, including sexism, but lauded Clinton as the top contender.

      So, I believe that this was an empty apartment building that was being built for new tenants. The interesting thing about this building is that there was a story on the local news about how this building was being built by a cemetery. Like right next to it. So close that when you walk out the building you can literally touch a headstone. This area used to be a predominately black area in the 50’s and 60’s. So the cemetery is probably a black cemetery. If this is the same building then I believe this might have not been an accident.

    On one Friday earlier this month, more than 11,000 Muslims in mosques across the country heard a sermon about the Affordable Care Act.

    Hindu and National Baptist groups, meanwhile, are posting online announcements about the White House’s “Faith and Community ACA Days of Action” this weekend (March 21-23).

    Jewish women’s groups have visited college campuses to get students who think they’re “invincible” to sign up for health insurance.

    As the national March 31 deadline for health insurance enrollment looms and with President Obama’s encouragement, organizations across a range of faiths are working to sign up uninsured Americans for coverage under Obamacare.

    “What other time in our history will we be able to help our communities focus on wellness, to help every citizen access a means to be healthy and treat medical conditions, breaking the trend of making emergency rooms and ‘urgent care’ our primary care physicians?” asked Jacquelyn Dupont-Walker, director of the African Methodist Episcopal Church’s Social Action Commission.

      I just read somewhere that the technology is there for hot air balloons to make entire areas hot spots. I’m here for that. The cable companies have been gouging us for years. Seriously, $170 for television AND you have to watch commercials. I hope the cable companies go the way of the 8-track (or cds for POU youngsters).
