Wednesday Open Thread: African-American Astronomers and Astrophysicists


Arthur Bertram Cuthbert Walker, Jr. (August 24, 1936 – April 29, 2001) was a solar physicist and a pioneer of EUV/XUV optics. He is most noted for having developed normal incidence multilayer XUV telescopes to photograph the solar corona. Two of his sounding rocket payloads, the Stanford/MSFC Rocket Spectroheliograph Experiment and theMulti-Spectral Solar Telescope Array, recorded the first full-disk, high-resolution images of the Sun in XUV with conventional geometries of normal incidence optics; this technology is now used in solar telescopes such as SOHO/EIT and TRACE, and in the fabrication of microchips via ultraviolet photolithography.

Walker was born in Cleveland, Ohio on August 24, 1936, to Arthur and Hilda Walker. He was an only child.

Walker began his scientific career in the U.S. Air Force, and also worked at the Space Physics Laboratory of the Aerospace Corporation. He was a professor at Stanford University from 1974 until his death in 2001. His first graduate student, Sally Ride, went on to become the first American woman in space. He was instrumental in building Congressional approval for the National Solar Observatory, and served on the Rogers Commission which investigated the explosion of the Challenger Space Shuttle. Throughout his academic career, Walker championed minority and underprivileged students within the university system, and was a leader in the community of black physicists.

Walker died on April 29, 2001 at home on the Stanford campus, after battling cancer.


Walter S. McAfee (September 2, 1914 – February 18, 1995) was an African-American scientist and astronomer, notable for participating in the world’s first first lunar radar echo experiments with Project Diana.

In 1912 Susie Johnson took the examination for Texas teacher’s certification. She passed every part, but her spelling paper was mysteriously lost. Her father was told that if he paid $50 (2 months salary then), the paper could be found. Outraged, he refused to pay and Susie could not be a teacher. She married McAfee, a carpenter-farmer and had nine children. “She taught us,” said her son Walter McAfee. Six of her children obtained math or math related degrees, while the two others got degrees in chemistry.

Walter McAfee, born on Sept.. 2, 1914, in Ore City, Texas, attended public schools in Marshall, Texas, graduating high school with honors. He enrolled in Wiley College (Texas) where, in 1934, he graduated magna cum laude with a bachelor’s degree in Mathematics. In 1937 he earned a Master of Science in Physics from Ohio State University. McAfee earned a Ph.D. in physics from Cornell University in 1949.

 During World War II, Walter McAfee was a member of the U.S. Army Signal Corp Engineering Laboratories. There he distinguished himself in electromagnetism and radar. He was a member of the Project Diana team that was responsible for the first lunar radar echo experiments in 1946. The goal of Project Diana was to determine if a high frequency radio signal, could penetrate the outer atmosphere of the earth. The solution was to send a radar signal to the moon and bounce it back to earth. For this they needed an accurate computation of the velocity of a position on the moon relative to a position on the earth. Dr. McAfee performed the calculations, and on Jan. 10, 1946, the experiment was successfully conducted. Unfortunately, McAfee’s contributions to Project Diana (even his name) were not mentioned in news reports about the experiment.


Dr. Walter McAfee was a scientific advisor to the U.S. Arm Electronics Research and Development Command. For 42 years he worked for the government at New Jersey”s Fort Monmouth including service as director of a NATO study on surveillance and target acquisition. He was also a scientific advisor to the U.S. Arm Electronics Research and Development Command.    He concurrently lectured in atomic and nuclear physic and solid state electronics at Monmouth College from 1958 to 1975.


Dr. McAfee was awarded an honorary doctorate in science from Monmouth University in 1958, and the Steven’s Award from Steven’s Institute of Technology in 1985. Dr. McAfee received the Rosenwald Fellowship in Nuclear Physics and the Secretary of the Army Fellowship, presented by President Eisenhower at a White House ceremony.  The fellowship enabled McAfee to study radio astronomy for two years at Harvard University. Dr. McAfee is listed in “American Men and Women of Science,” “Who’s Who in the East,” and “Who’s Who Black Americans. “

McAffee died at his home in South Belmar, New Jersey, on February 18, 1995.

    You cannot understand how she became a senator—hell, you can’t even understand how she became a public person—unless you understand the fact that, first and foremost, she is a teacher, having taught at Rutgers, and having been a professor of law at the University of Houston, the University of Texas, the University of Pennsylvania, and ultimately at Harvard Law School, where she was teaching bankruptcy and contracts in the fall of 2008, just as the global financial system collapsed and threatened the economy of the entire world. Her first great project as a young law professor in Texas had been to learn about how bankruptcy worked in this country, and more important, it was to learn about the people who found themselves in the process. It challenged her assumptions; she had thought she was going out to study the schemers who were working the system and the moochers who were cheating the people to whom they owed money. She learned from the people in the courtrooms that everything she knew about them was wrong, and then she set out to teach the country that everything it thought about those people was wrong….

    She sees the country in a different way from most people. She has a natural way of expressing the idea of a political commonwealth by anchoring it in the individual pasts of individual citizens, by teaching history, as it were, to a country that has forgotten much of it. People are drawn to her not necessarily by her intelligence or by her willingness to speak truth to greed but by an ineffable feeling that she is reminding them of something they already knew. Somebody mentions to her that his family rose in this country because his grandfather was a cop, and his father a veteran who used the GI Bill to build a career as a public-school teacher. She rises partway from her chair, her lesson having taken hold.

    Missouri legislature will begin impeachment proceedings against governor

    A Missouri state House committee will hold hearings Wednesday into three proposed articles of impeachment against Gov. Jay Nixon (D), whom some Republicans say has committed offenses worthy of being removed from office.

    One legislator has lodged a complaint over Nixon’s executive order last year that directed state tax officials to accept joint tax returns from same-sex couples who were legally married in other states. Nixon said in November, when he issued the order, that the state should accept the same sorts of tax returns as the Internal Revenue Service, which accepts joint returns from same-sex couples.

    Another legislator said Nixon hadn’t moved fast enough to call special elections in three state House districts and a Senate district left vacant by resignations. State law directs the governor to call elections “without delay”; state Rep. Mike Moon’s (R) legislation accuses Nixon of breaking that law.

    DALLAS (Reuters) – A deadly 2013 fertilizer warehouse explosion in Texas that claimed at least 14 lives could have been prevented, U.S. safety investigators said on Tuesday.

    Between 40 and 60 tons of ammonium nitrate exploded 22 minutes after a fire broke out at the West Fertilizer Co warehouse on April 17, 2013, leveling a neighborhood in the town of West, 70 miles southwest of Dallas

    The ammonium nitrate, which the company supplied to farmers to use as fertilizer in the region, was stored in wooden bins within a wooden building that did not have a sprinkler system, said Rafael Moure-Eraso, chairman of the U.S. Chemical Safety Board.

    “(The fire and explosion) resulted from the failure of a company to take the necessary steps to avert a preventable fire and explosion and from the inability of federal, state and local regulatory agencies to identify a serious hazard and correct it,” Moure-Eraso said.

    Last Call For Chris Versus The Stupid

    On Monday, Chris Hayes defended his “interview” with Nevada State Assemblywoman Michele Fiore last week by saying that it’s necessary to “talk to the other side” and that his show isn’t an echo chamber.

    “But you know what? This is a big country with a lot of political conflict in it, in case you have not noticed, and politics is about having those arguments. Not just talking to yourself, not just hearing what you want to hear, but actually learning by listening to what the other side is saying. Not that they’re necessarily right or instantly persuaded or allowed to go unchallenged, but it is important to understand how they are thinking on the issue, how they see the world.”

    “It is not a wrestling match or a high school debate you need to win in the moment. And the point is not to bring someone on and thoroughly humiliate them on national television, no. The point is this: These folks, like Assemblywoman Fiore, are people we share this country with. I want to hear from them. And I think I have a better understanding of American politics because of it. So we’re going to keep doing that. And you, please, keep sending us your feedback.”

    It’s a pretty noble argument. But if Chris Hayes understood American politics better because of these steamrolling episodes, he’d understand that his nobility is being used against him in order to score political points, and that the people he brings on the show in this capacity are not interested in the goddamn least in sharing the country with the rest of us but “taking it back” by any means necessary. His nobility, while admirable, is completely one-sided.

    What Hayes has actually constructed here is really a “both sides do it” and “both sides have equally valid viewpoints worth listening to” argument. There are cases where this is true, but Friday night wasn’t one of them, not by a long shot. This was a person who wanted to score cheap points at Chris Hayes’s expense, and she did. Hayes’s idealism is great in an ideal world, but against Tea Party Republicans who practice dangerous eliminationist tactics, it’s folly.

      It’s not nobility…it’s work avoidance. If Chris really wanted substantial conversations, let’s talk about race, class and gender within the democratic party. Let him use a truly diverse panel with some real thinkers. Otherwise…..pffttt.

    Obama drug clemency guidelines issued

    The Justice Department issued guidelines Wednesday adding new detail to President Barack Obama’s plan to offer commutations to drug convicts serving prison terms longer than they would have received today.

    “We are launching this clemency initiative in order to quickly and effectively identify appropriate candidates, candidates who have a clean prison record, do not present a threat to public safety, and were sentenced under out-of-date laws that have since been changed, and are no longer seen as appropriate,” Deputy Attorney General James Cole was to say at a news conference, according to excerpts of his prepared remarks.

    Cole said the main thrust of the effort will be to shorten sentences of inmates whose long prison terms were due in part to the disparity between the treatment of powdered cocaine and crack cocaine in federal law. Obama signed legislation in 2010 to reduce that disparity, which many critics complained unfairly impacted minority offenders.

    When editorial director Jess Cagle revealed the magazine’s cover on Today, he explained why the staff chose the relative newcomer. “I fell in love with her right before the Oscars when she gave a speech at the Essence Black Women in Hollywood luncheon, and she spoke really frankly about…having felt unbeautiful when she was a girl. And she would pray for lighter skin. She spoke really openly about her journey to embracing the way that she looked, and then ultimately realizing that physical beauty is not what sustains you,” Cagle added. “I just love her.”

    In a pre-taped interview with Savannah Guthrie, Nyong’o reiterated that the honor came as a surprise. “What an incredible journey to go from that feeling to being on the cover of this magazine. I mean, you could have never told me that that would happen when I was 16 and insecure about my complexion,” the Yale School of Drama graduate said. “I hope it means something to more than just me, to people like me who feel unbeautiful in whatever skin they’re in.”

    The Day of Jubilee, declared by Chief Justice John Roberts in his decision gutting the Voting Rights Act, and celebrated in another venue with the McCutcheon decision, in which we learned that the only real form of political corruption is a direct quid pro quo, and that influence peddled is not influence at all, goes on and on at the Supreme Court, where today yet another decision was handed down that was not About Race, because nothing is ever About Race.

    …. The decision was written by Anthony Kennedy, who lives in that wonderful world where the law is a pure crystal stream running through green meadows, unsullied by the grit and silt that piles up in the actual lives of actual human beings. It must be a wonderful world in which Anthony Kennedy lives.

    …. This is pure majoritarianism – grotesquely so, if you consider the ongoing shenanigans at the state level regarding ballot access and voter suppression. There will be a real impact on real people – just as there will be with the gutting of the Voting Rights Act and with the cascade of money that this Court has unleashed on the political system….

    From the bench, Justice Sonia Sotomayor, who grew up in the real world and apparently still lives there, was having none of Kennedy’s rainbows and unicorns.

    38 Republican lawmakers support lawsuit to end Obamacare subsidies

    38 Republicans members of Congress signaled support Tuesday for a lawsuit from Sen. Ron Johnson, R-Wis., seeking to end federal subsidies for lawmakers and congressional staffers who purchase health insurance through Obamacare’s exchanges.

    Under the health care law, lawmakers and some of their staffers are required to purchase insurance through the exchanges. Because the initial business exchanges only catered to small businesses, not entities as large as Congress, these lawmakers and staffers were forced to enlist in the exchanges for individuals.

    Despite the fact that they were purchasing coverage through the individual market, the Office of Personnel Management (OPM) ruled last year that they could continue to receive the same subsidies available to those who receive coverage through their employer.

    Democrats and supporters of the law said the rule kept the playing field level, helping protect lower-paid congressional staffers from having to shell out more money for health insurance than employees of any other organization. But opponents of the law have said the rule reeks of special treatment — a carve-out for those who wrote the law but don’t want to live under it.

    The Latest Plot to Undermine Obamacare and Prevent Millions From Enrolling in Medicaid
    Bob Cesca on April 23, 2014

    It’s actually quite easy to explain. The reason why 19 states have refused to expand Medicaid has nothing to do with the cost — the federal government would cover the full cost of the expansion for the next two years. It definitely doesn’t have anything to do with a lack of need for such a solution. This, as with the refusal to establish healthcare marketplaces (exchanges), has everything to do with Obama Derangement Syndrome — Republican governors who refuse for a variety of cheap political excuses to attach their names to Obamacare. By doing so, they’re hurting their own people, including Republican voters in numbers into the hundreds of thousands per state.

    The Affordable Care Act originally mandated that all states expand Medicaid eligibility from 100 percent of the Federal Poverty Level (FPL) to 138 percent of FPL. In other words, the government had previously established an income threshold for what constituted poverty: below the line and you’re considered poor and therefore eligible for certain safety-net benefits; above the line and you’re more or less on your own. But Obamacare raised the poverty threshold to qualify for Medicaid coverage, thus expanding Medicaid nationwide — until the Supreme Court ruled against that part of the law in 2012, allowing states to opt out of the expansion.

    That’s a massive problem.

    4.8 million Americans have incomes higher than the 100 percent threshold, so they don’t qualify for Medicaid without the expansion, but they don’t earn enough to qualify for health insurance premium subsidies through the marketplaces. The ACA was written with nationwide Medicaid expansion in mind so the law’s premium subsidies only kick in where Medicaid coverage was supposed to leave off, after 138 percent of FPL. Hence the coverage gap.
